RRA and KOICA launch Early Warning and Control System (EWACS)
Rwanda Revenue Authority (RRA) in partnership with Korean International Cooperation Agency (KOICA) launch the Early Warning and Control System (EWACS). This function is presided over by H.E. Kim Eung-Joong, Ambassador of the Republic of Korea in Rwanda and the Commissioner General of RRA.
The primary function of EWACS is to conduct real time surveillance on systems that RRA runs such as e-TAX, EBM and ASYCUDA and warn RRA system operators when it detects potential risks that can affect the performance of its systems.
The secondary function is to analyse big data of RRA. The analysis could be used for policy development for better taxpayer-friendly taxation service but also for detection of abnormal and suspicious transactions of taxpayer and uncovering tax evasions.
The EWACS system was developed by Korea Trade Network (KTNET) which is a National Paperless Trade Platform operator of Korea with grant from Korean International Cooperation Agency (KOICA) as part of ‘Capacity Building for Tax and Customs Service in Rwanda’ project.
RRA highly appreciated the benefit from this new system because the EWACS will help RRA provide reliable and stable online taxation services to taxpayers to enhance compliance as well as laying a foundation of a green lane policy for most good taxpayers who abide by tax regulations.”
Another New system called Upgraded EBM for importers/manufacturers and wholesalers is being introduced too, which will serve to Monitoring the movement of stock from importations or locally-manufactured goods to all levels of business and to Monitor the prices fluctuation of goods to name a few.
